Consulting activities


In order to achieve its objectives, the Aarhus Center provides free access to available environmental information to citizens and representatives of public associations, provides free consultations on issues related to the Aarhus Convention and the environmental rights of citizens, conducts various events related to the promotion of the country’s policy in the field of environmental protection and rational environmental management.
The Center has created databases on national environmental legislation, international environmental treaties and conventions, as well as with the participation of Turkmenistan, there is an extensive environmental library, incl. in electronic format, which is constantly replenished and updated.
The Aarhus Center has prepared and published several publications, books and brochures in the field of environmental protection and rational use of natural resources. All available information is available to various segments of civil society and representatives of government agencies.


Outreach activities


With the support of the Ministry of Environmental Protection of Turkmenistan and the OSCE Center in Ashgabat, the Aarhus Center develops and implements action plans on current issues in the field of environmental protection and sustainable development. This is reflected in the holding of various seminars, trainings, and round tables in all regions (velayats) of the country and the city of Ashgabat. The topics of the meetings include clarification of the provisions of the Aarhus Convention and its promotion in Turkmenistan, as well as current issues related to climate change, rational use and protection of land, water and forest resources, protection of biodiversity, waste management, etc.
The Aarhus Center regularly conducts environmental campaigns to plant seedlings and green spaces and remove household waste in the country’s cities. All events are carried out with the involvement of the local community and youth.


Scientific and educational activities


In order to raise awareness of environmental authorities and the public, a Collection of legislative acts in the field of environmental protection and natural resource management in Turkmenistan (2015 and 2021) and a “Brief Guide to the Practical Application of the Provisions of the Aarhus Convention on Access to Justice for Local Populations” (2013) have been prepared for dissemination. .), Right of access to justice in environmental matters. Manual on the application of the UNECE Convention on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters in Turkmenistan, Aarhus Center (Ashgabat, 2014), Book: Organization of environmental management in Turkmenistan (environmental policy, national and international legal framework, institutional mechanism), Brochure: Dissemination of affordable technologies at the local level in Turkmenistan to support SDGs and adaptation to climate change, (Ashgabat, 2018), International environmental conventions and treaties of Turkmenistan (legal instruments and institutional support mechanisms) (2020), Legal protection of climate in Turkmenistan (2023), etc.
Tebigi Kuvvat experts actively participate in various activities related to: carrying out analytical studies on the degradation of water and land resources (salinization, erosion, etc.), developing plans for adaptation and risk mitigation in the face of reduced river flows due to climate change . The organization’s employees were involved in the implementation of a number of national, regional and international programs and projects on sustainable development of agriculture, improving the management and use of water and land resources. Also, over the last decade, with the participation of Tebigi Kuvvat experts, technical, organizational, institutional and educational activities have been implemented, including in various agricultural landscapes of Turkmenistan (mountain, desert, irrigated agriculture). A number of legal documents and practical guidelines in these areas have been prepared, and information materials have been produced to assist the activities of rural communities, public organizations and specialists in the water and agricultural sectors.


Implementation of the provisions of the Aarhus Convention in national legislation


Maintaining high quality of the natural environment in all spheres of socio-economic life, perhaps, first of all, through its legal support and the creation of a coherent system of environmental legislation. Our specialists take an active part in the preparation of draft environmental legislation of Turkmenistan in accordance with the provisions of the Convention.

All of these regulatory legal acts reflect the provisions of the Aarhus Convention on access of citizens and public associations to environmental information, participation in environmental decision-making and access to justice.
